Detailed guide to the format 14 + 1 short questions - answers were issued by the Ministry of the Interior, which will constitute the "road map" of Greeks who will exercise their right to vote in the upcoming European elections June 9, 2024 by postal vote.
The aim of the handbook is to better inform voters about this new electoral process which gives, for the first time since the establishment of the Greek state, the possibility to Greeks all over the world who have the right to vote, regardless of their place of residence or stay, to vote from wherever they wish.
To further facilitate the electors who will be voting by mail, the Ministry of the Interior has created an educational video in which the process is visualized step by step.
Total 202.515 voters have registered on its relevant platform Ministry of the Interior, of which 152.311 are residents of the territory while 50.204 live abroad or are residents of Greece and have chosen to vote abroad, a number almost three times that of those who voted in the last national elections, in June 2023.
The registrants come from 128 different countries around the world, while it is worth noting that in 90 of them a polling station did not function in the last national elections. Therefore, Greek residents of these countries will be able to exercise their right to vote from their place of residence for the first time.

1. When will I receive the election materials?
· The Ministry of the Interior has already sent the electoral materials to the voters registered in the special electoral lists of the postal vote.
· If you have not already received an update, you will be notified at the contact details you provided during registration (email, SMS or Viber) about the delivery of your envelope. The envelope will be delivered by a courier to the address you have provided. Alternatively, you have the option to collect it from a postal company store.
· You can track the progress of your envelope shipment through the tracking system of the postal companies.
2. Can someone else pick up the election materials on my behalf?
· The receipt of the file must be done by you or by a third party expressly authorized for this purpose. You can complete this authorization through the "gov.gr" electronic portal or by physically attending a KEP or Consular Authority.
· When receiving the envelope you must show an identification document to the distributor.
· Alternatively, if it has been sent to you by the postal company, your Personal Identification Number (PIN) can be used.
3. What does the envelope I will receive contain?
The folder you will receive contains the following:
The instruction form, which includes detailed instructions on how to vote by postal vote as well as the lists of MEP candidates of all combinations,
The ballot paper, on which you will mark the combination and MEP candidates of your preference,
The voting envelope, in which you must place only the ballot,
The application – responsible declaration of postal vote, which you can alternatively submit digitally through the epistoliki.ypes.gov.gr platform, and
The postal vote return envelope, which you will send to the postal vote collection point.
4. What is the process for voting by mail?
The postal voting process is extremely simple and will take you no more than a few minutes. 5. How many candidates can I vote for?
· 31 parties and party coalitions participate in the European elections, with 21 to 42 MEP candidates per combination.
· You can only vote for one combination and from 0 to 4 MEP candidates of that combination. You also have the option to vote white.
6. What is the format of the ballot and how do I fill it out?
· The postal vote ballot is different from the ballots usually used in elections in Greece. It is a single, double-sided page ballot and not the well-known "package" with the lists of candidates of each combination.
· On the first face of the ballot there are the 31 combinations participating in the European elections. There you will put a cross with a blue or black pen next to the combination of your preference. To vote blank, you will put a cross next to the corresponding field "I do not choose any of the above. I'm voting white." or you will not choose any combination.
· On the back of the ballot paper, you will see a large square, inside which are contained 42 smaller squares, numbered from 1 to 42. To select a candidate(s) of your preferred combination, you must select the number of corresponds to him, as indicated on the instruction form contained in the envelope with the election materials you will receive. You can vote for 0 to 4 MEP candidates of a combination.
· Finally, below the square with the 42 numbers, there is a special box in which you state the number of MEP candidates you have voted for, i.e. from 0 to 4. If you leave the special box empty or if you choose more than 4 candidates, then your vote will be counted in favor of the combination you selected, but no preference crosses will be counted.
7. Are there special arrangements for people with disabilities?
· On the website epistoliki.ypes.gov.gr/myvote you can fill out the ballot paper by choosing the combination and the candidates you want to vote for and print it. This possibility makes it easier, in particular, for people with disabilities to freely exercise their right to vote.
· This website is specially designed for people with disabilities and its use is completely anonymous.
8. What can I do if I make a mistake when filling in the ballot or the application - responsible declaration?
· In case you make a mistake when filling in the ballot or the responsible declaration, you can print the ballot and the responsible declaration in A4 or Letter sizes from the website of the Ministry of the Interior. Visit the epistoliki.ypes.gov.gr platform, select "Postal Voting Instructions" and then "Postal Voting Files" or click here.
9. What can I do if I lose the envelope with the election materials?
· The voting envelope, together with the rest of the material, must be kept in a safe place. Unfortunately, it is not possible to resend the envelope, as it is personal and reprinting will take time, which will not allow you to receive your vote in time.
10. How do I post my postal vote?
· The envelope must be sent by you or by a third party expressly authorized for this purpose or – if the postal company has sent you a Personal Identification Number (PIN) – by disclosing this number. It is recommended that the return envelope be in good condition and as delivered.
· If you are in Greece, the envelope is returned free of charge to the address already written on it, with the same postal company that delivered the election materials to you. All that is needed is to ensure that the envelope is sent on time. You can either contact the company and arrange for a company employee to pick up the postal vote return envelope from your premises, or you can come to one of the company's stores and hand in the postal vote return envelope.
· If you are abroad, if you wish to send your envelope free of charge, contact the company that delivered the envelope to you. Alternatively, you can choose another shipping method at your own expense, ensuring that your postal vote is received in time at the postal vote collection point by Saturday, June 8, 2024, at 17:00 Greek time.
11. By when do I have to send my postal vote to ensure it is counted?
· In order to be counted, postal votes must arrive at the postal vote collection area by Saturday, June 8, 2024, at 17:00 Greek time.
· If you are in Greece, and choose to send the envelope from your place by calling a postal company employee, the deadline for sending is Monday, June 3, 2024. In the event that you come to one of the company's stores to deliver the return envelope vote, the closing date is Tuesday 4 June 2024. If you are overseas, the envelope must be sent by Tuesday 28 May 2024. If you send your envelope after the above dates, it may not arrive in time.
· You will receive confirmation that your postal vote has been received at the contact details you provided when you registered. If for any reason your file is not received, you will be notified at the contact details you have provided and you will be able to exercise your right to vote in person at your polling station from 11:00 to 19:00 on the day of the European elections. 12. What happens after I send my postal vote?
· The postal vote return envelope will arrive at the postal vote collection site in Greece, where it will be received by the competent Postal Vote Collection Committee. It will be placed in a special deposit box, which is kept permanently.
· On the day of the European elections, the special guard ballot boxes will be handed over to the Electoral Committees for the Sorting of Postal Votes, which will open the postal vote return envelopes, check the voters' information and separate the voting envelopes, which they will place in the ballot boxes .
· At 19:00, the polls will open and the postal votes will be counted, at the same time as the votes across the country.
13. What if I accidentally mail my postal vote to the wrong address?
· The shipping address is pre-filled on the postal vote return envelope.
14. Can I vote in person if I am registered to vote by mail?
· In the event that your postal vote is not received on time, i.e. by Saturday 8 June 2024 and 17:00 Greek time, then the judicial representative at your electoral division will be informed of the non-receipt of the envelope and will allow you to vote by physical presence there on Sunday 9 June from 11.00 am. until 7.00pm
